Can’t create my own kingdom.

I apologize. I am new to the game. I have seen this addressed before with answers stating to go to the clan menu and click create kingdom in the top right once I have finished all the quest requirements. However, that is not present on my screen in the clan menu. Does anyone have advice? Thanks
