Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. [PoP] Can the random event where a large mercenary army shows up outside one of your cities and demands 10k to hire them, or you can reject them and fight them happen in castles too or is it only towns?

I love this random event because I really like Jatu troops in 3.8 but it happens so infrequently because I only own Windholm. I'm wondering if getting some castles will increase the rate at which this random event occurs
