Vassal armies

My vassals don’t seem to make armies, even when I’m fighting a 4 front war? Is it because I just don’t have many vassals? I was a vassal for the aserai, started a abdication faction, and won the civil war (can’t remember the mod) managed to get these guys in my side, but whenever I’m in a war now, nobody starts an army, nobody seems to have any involvement in the war whatsoever. Is there a policy I need to enact? Or do I just need more vassals? The only land I really have is the original aserai section (which I have all of) I have some fiefs but as you can see almost everyone has at least 1. Any help would be appreciated! Are Naute just better Legionary now ? I think they are and Legionaries need a buff

I have been testing quite a bit Naute vs Legionaries as I want to make a Infantry playthrough with Empire only units and I noticed Legionaries are just ass now.

Naute even with worse armor just outperform and that even in battles where they are outnumbered and/or fight mixed armies against t5/t4 with archers and cav.

Really was surprised by how good the Naute are compared to Legionaries or other infantry from other factions.
