Napoleonic Warfare Items only is gone?

(PoP 3.9.2) Are there unclaimed banners?

Basically I want to choose the adventurer background without stealing a banner from someone else when I get Lordship. Is that possible or are all the banners already claimed? The one I want specifically is the black wolf on red.
