Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Owner culture -3 no matter what?

So I have captured Simira Castle, and have owned it for almost a year in game. The instant I captured the castle I set a Khuzait companion as the governor to offset the negative loyalty from me being the wrong culture. Turns out this entire time it has still been subtracting 3 loyalty every day despite the castle literally having the correct owner. Could someone please give some assistance?
