Is it possible to reset your perks ? (Console)

Is there any possible way to reset your chosen perks. I’ve unlocked every possible part for two handed axes and swords , and I no longer need the smithing perk which gives you 100% more chance to find parts. Is there any possible way I could re allocate that perk into the more efficient perk.
