STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. why are they so weak compared to other factions like Battania and the kuzhaits. is it something deep like the economy isn't good or the troop trees are weak compared to most, Whenever I do a playthrough they get wiped off in short time . Are they supposed to be like this like lore wise or is it just the rng in my playthroughs whatever it is I'm gonna save them next playthrough lol
