STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Any ways to cause an enemy to propose peace?

Western Empire declared war and are being a pain in the ass but we've been beating them pretty badly. Now suddenly Aserai decided they're mad so I'm running all over the place. What I don't get is if I propose peace we owe them a ton of money which doesn't make sense when we're beating them in every statistic

Does anyone have any insight and way to suggest to maybe cause them to propose peace?
