Vassal armies

My vassals don’t seem to make armies, even when I’m fighting a 4 front war? Is it because I just don’t have many vassals? I was a vassal for the aserai, started a abdication faction, and won the civil war (can’t remember the mod) managed to get these guys in my side, but whenever I’m in a war now, nobody starts an army, nobody seems to have any involvement in the war whatsoever. Is there a policy I need to enact? Or do I just need more vassals? The only land I really have is the original aserai section (which I have all of) I have some fiefs but as you can see almost everyone has at least 1. Any help would be appreciated! Any ways to cause an enemy to propose peace?

Western Empire declared war and are being a pain in the ass but we've been beating them pretty badly. Now suddenly Aserai decided they're mad so I'm running all over the place. What I don't get is if I propose peace we owe them a ton of money which doesn't make sense when we're beating them in every statistic

Does anyone have any insight and way to suggest to maybe cause them to propose peace?
