im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. how do i unblock mod dlls if theres no unblock button on properties

hey guys newbie here, does anyone here know about modding? My game always says "cant load harmony.dll". Cant unblock the dll because theres no "unblock button" like most tutorials say. Can anyone help me? I'd be really grateful
