im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Do workshops affect kingdom economy?

I figured out changed workshops wont change back to their original resource once you sell them. The khuzait in my playthrough have grown strong so i was thinking what if i buy all their workshops and change them into a resource they dont produce locally and sell them all back as is. Will that cripple their economy? Or has that no affecr wharsoever?
