i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Is AI Aserai just non aggressive?

Joined the Aserai and got a couple fiefs in the first and only war we have had. Ever since then our AI just won’t go to war. We have all Aserai cultured lands and have conquered extra. I can’t even vote to declare a war because everyone is 0%. It’s been in-game months. What’s going on here?
