In Perisno, can you make your kingdom's army all elves by default?

I want to do a playthrough where I establish an elvish empire in the east, but I don't want to be a lone elf leading an army of humans. From my understanding, the Kingdom of Perisno is entirely made up of humans. Can someone clear this up for me?
