Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. [POP] Is it bad to give a city to a low renowed vassal?

So I gave Ethos, the wealthiest town to a sarleon lord that has 600 renown. He got all the votes of my vassals. Do his max party size increase when I gave them a town? Becaues right now his max party size is 130-ish (According to the character page)

I'm afraid he will constantly get beaten and can't field a sizable army
