STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. After joining a kingdom I found there’s one enemy kingdom...

In my case they’re just getting strong all the time - taken 12 cities already and every war against them has not been fruitful. Meanwhile I cannot afford an army of 700+ people wandering around the map to take some cities. Kinda in this cycle where I don’t know how to get stronger but enemies are indeed getting stronger...is there a way to make a return? Thanks.
