i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. So every time I take a castle or city the vote happens but I get zero percent of the vote or sometime Im just not their and the other lords have like 70 % of the vote how do I get the other lords to get vote for me??
