Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Did recent beta patch implement one step ahead?

The tactics perk that allows us to preposition troops prior to battle. Is it working now?

Its the only perk I care about right now
