i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. (Console) Just did a bandit hideout with Battanian Highborn Youth and they would not use their bows

Any idea why? And when I engaged the evemy and told them to charge they just ran in the opposite direction to start a fight with another group.. They were not engaging without the charge order tho.
