"Failed Load Order Operation" Error

A mod for Absolutism or Realistic Administration

So i am talking about a mod that would make it possible to make monarch take all the decisions.

Because be it a desert culture or be it a northern culture, in the game they are both ruled with same admin. system. Which is not really realistic, like, is this Switzerland bro? Polls take place instantly and are smooth. You can not refuse, overrule or veto them.

Are there any mods that would adress these?
