STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Why did they nerf workshops in 1.8 for no reason?

The entire community: please tw buff workshops they are very underwhelming

tw: workshops are now more expensive and give less money

Ngl it kinda feels like taleworlds is using a monkey with a slot machine to determine the balance changes. The nerfs/buffs makes no sense.
