How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. The Old Realms: Warhammer Fantasy Mod- help

This mod is fabulous for the action but I am having issues with administrating my clan. I am an Empire character and I cannot find one single wanderer to join me that has stewardship or leadership. I brought myself up to a T4 clan through ample fighting and warring but the only stewardship skills on heroes are those on my companions leading my 3 additional parties. How am I supposed to have governors if my candidates are all medieval Joe Biden with zero stewardship? (because I would rather not invest time in cycling party leads by training them and then making them governor)
