How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Fourberie : can’t disguise

I already in infiltration mode I killed the guard but I can’t disguise as a guard to get access to the hall (I press f to the corpse of guard) idk is am right in order to disguise or I press the wrong button to disguise
