How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Is Battania better off without Caladog?

I keep hearing people say that he declares war constantly and leads the Battanians to an early demise, would a successor do better?
