How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Family quest issues

So I got to the part where you get Nogand back, and he joined my party only to become unavailable after I lost a battle where we got separated. I can put him back in my party, but can't equip gear on him (99% sure I could before) and he doesn't show up when trying to make a caravan. Can't make him governor of settlements, and if I try and make him lead a new party it says he's "currently in a quest" and therefore unavailable.

I've tried making a new save file, changing his name, and a few other easy fixes, but none have worked. Also, I can't see my little brother and sister in Charas, even though it says they're there. Not sure if that's normal or not. Any help would be greatly appreciated.
