Why is my GPU running at 100% usage during the game? I have a rx580.. any tech tips?

my cpu is a i5-4590 3.3ghz and stays around 40-50% at the main menu for example. but my gpu clocks right up to 100% soon as I launch the game. no other game has this issue.

edit: yes my pc is old i am aware but i will be upgrading soon. ill take advice on that too
