Declared war on allied mercenaries on load save?

I’m playing as southern Empire, have the Hidden Hand as mercenaries with a couple of their parties in my army. I started a big battle late at night, so half way through quit to go to bed, knowing I’d saved right before the battle anyway like a good little save scummer. Now when I reload any of the precious 3 autosaves I immediately declare war on the Hidden Hand and their parties abandon my Army. Why is my GPU running at 100% usage during the game? I have a rx580.. any tech tips?

my cpu is a i5-4590 3.3ghz and stays around 40-50% at the main menu for example. but my gpu clocks right up to 100% soon as I launch the game. no other game has this issue.

edit: yes my pc is old i am aware but i will be upgrading soon. ill take advice on that too
