Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Creating a kingdom in the Shokuho mod

Is there a different mechanic for making your own kingdom? From what I read online it should be a dialogue option when you talk to your city governor, like in the base game.

Anyone have an idea how to do it?
