How do I help my clans make money?

So my this is my first run of the game and in my current game state all of the Empire factions have been just about wiped out. The Vlandians are the strongest, with the Khuzaits, Battanians, and Aserai right behind them. The only other weaker faction left is Sturgia, who has been getting eaten bit by bit by vlandia all game. Now, I pay absurd tribute to the four strongest clans so they don’t just crush my borders (most of my fiefs are in the middle of the map, it was the only choice I had). I’ve learned now that my clans couldn’t do anything meaningful because they’ve been in debt. The clan with the most fiefs in my kingdom is nearly 4 million in debt, a number which I can’t even fathom what to do about. I managed to get another clan out of debt, but they’re sinking back in it because I can’t stipend them constantly. A third clan of mine joined the kingdom recently and was free of debt but is now also falling into it. All of these mentioned clans have holdings that are basically all cities (8 cities and 2 castles split up between them) and the cities all have 4k-6k prosperity, but the income from the fiefs is not enough for any clan. So how can I help them make money aside from their ownership of fiefs? Going to war with any of the 4 superpowers would likely ruin me, so is there anything I could do in peacetime to save my kingdom from crushing debt?
