i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Perisno Culture

Quick question that I can't find answered with any search, what does 'Favor No Culture Over Others' in detail do? Do you get troops of all kinds? Do you get a different type from even Perisnoians? I'd just like to know what it does for Troops, Vassals and Village Recruits.
