What is fast mode?

How do I host a game for Napoleonic Wars?

I keep using the “Host a Game” button in the multiplayer menu, and I can enter the game, but my friends can’t join, not through the server roster nor through manual joining via Steam. Any help is appreciated, thanks in advance!
