Heyo About The Peace/Tribute System

So I've been sticking a spiked club up the southern empires ass, and i just took their last feif. We have killed 4 thousand of theirs and they have taken 2 thousand of ours, we have a about 10 prisoners they have none, but they have raided us more. We are easily smashing them yet they still want us to pay tribute. The only way I know of to make them pay tribute is to start executing. Do you guys know any other way to make them pay tribute? thanks.
