Monchug was feeling generous today.

I'm playing with some mods that heavily restrict recruitment, so my army is almost entirely bandits and mercenaries. On land, Monchug's army would destroy mine, but this isn't a land battle and he gifted me several amazing prizes. Cant complete the "Create an imperial faction" quest?

I've got all of the requirements fufilled, but when I talk to istiana and click "About founding my own faction..." , the only dialouge option I get is "I wonder which Imperial faction I should support.."
Any help?
