My Brothers and other lords do not have any levels in any skills. Any idea what is causing this? I am running CA_Eagle rising as the main mod.

Quest "Own an imperial settlement". Will a Battanian castle count as one? or does the settlement have to be in one of the three parts of empires? (West, South, North)

My Background is Imperial, and I plan to unite empire with my banner, so I try to avoid war with empire parts. However, do I have to start war with one of the empires to complete the quest "Own an imperial Settlement"?
