Is anyone else finding it difficult to level up charm for family members?

A barbarian victory?

Apparently I got a “barbarian victory” but the southern empire still exists. I just captured Jalmarys. Someone pls explain. Also rate my starting territory. Not sure it’s gonna be easy as I’m fighting on two fronts.
