Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. where is the garrison wage slider?

ive seen people complain about it being broken or not stopping at the cap but i cant even find where it is.

i looked in clan tab at each settlement and nothing is there. when i enter the castle/ town and click manage there is only reserve, change governor and choice projects. i have no idea where else too look.
