Why won't my troops obey my orders after the enemy starts to run away?

Why won't my troops obey my orders after the enemy starts to run away? every time now I finish a battle the game won't let me select any of my troop and make them all charge before the enemy get off the map.

it's really annoying, does anyone know how to fix it?
