Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Can I still make steel somehow without taking the steel maker perk?

I'm guessing it's possible through a companion but I have no clue. I really want the +100% chance for new weapon mods because I want a good two handed sword but I probably cant craft some mods without steel right?
