i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. How to stop troops from deserting when you behead people?

I am on a quest to behead every single person that belongs to the Vlandian Kingdom. I have beheaded ~30 people so far, but over 300 troops have left. Why? Beheadings happened all the time in history without a military mutiny. I don’t want any bandits. Does anyone know of a mod to get around this?
