How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Mods that add cutscenes

are there any mods that add custom or new cutscenes to the game similar to the vassalhood or marriage animations in the base game? The only mods I've seen so far which add stuff like this is artem's rougery mod
