How are we "losing"?

There are no imperial settlements in the game at all, and yet somehow we are technically losing the war against the "northern empire." I have captured their leader a number of times, and he instantly escapes afterward and the score decreases. Help? Here you can see that they are somehow not losing Somehow they are \"raiding\" without actually doing anything on the map (unless they are not in the area of the northern empire?) All bandit factions are now friendly and crash my game when I try to attack

Not sure what I did exactly, I was using separatism mod with a few others and initiated a world war with my faction first before console command a full world war. At some point I console command world peace which caused all bandit factions to be marked as friendly.

Thinking I could just attack them and fix it, instead my game crashes and I can’t get bandit factions to be enemies again. Any idea what I could do to fix the save?
