Does RBM affect the Scorpion siege weapons ?

So in a battle I was noticing that my scorpions weren't doing shit, so I manually took over and noticed that my rounds were falling short so I thought alright no big deal, readjusted and after some difficulty i drilled one guy and he shrugged it off ate a scorpion bolt and lived and did like maybe 30 damage no stronger than like a regular arrow.

Does RBM touch on the Scorpion? that thing used to cut through infantry mobs and now they are just paperweights.
