How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Usually Chagan takes the reins after I give Monchug his mandatory chop. This dude isn’t related to anyone in the Urkhunait. And I don’t think I’ve ever seen him in prior playthroughs.
