Is there some canon or game design rationale for why wanderer skills are so bad

It seems like they double downed on this where most wanderers feel like jacks of all trades and masters of none. That would be fine in a game with plentiful points, but they are often spread so thin and so badly that I rarely see these guys level up. Only the most focused wanderers make progress in stuff like medicine and scouting, but I sorta need them to participate in combat, partially to level.

It's not a big deal as I use character reload now and move the points around, but it's strange to me that someone would go through the pain of learning throwing, polearm, one handed, crossbow, bow, and 2 handed when you can only carry so much and when I meet them they have a single rusty one handed weapon.

But really, maybe there's a reason for this in a gameplay sense that I just don't understand. What's the deal?
