Mods that still allow cultures of settlements to change?

TaleWorlds broke all the mods that change culture for settlements. I've been staring at the original settlement culture changer mod's crash logs for hours, to no avail. How to find the first quest guy in warband?

Sorry I'm new to this series. So I started a game and got immediately attacked, then this guy ran up, teleported me to his house and told me to go kill some bandits, after doing that I've returned to the town but have no idea how to get back to him to get my reward, sorry if I'm being stupid but help is appreciated.

Dickplomacy Reloaded!

Hello everyone! :D I just made a mod, it's called Dickplomacy Reloaded. Basically it adds the functionality that you would find in normal mods, such as Dynamic Troop Trees, Custom Troop Trees, Freelancer, Tournament Play Enhancements, Single Screen Character Creation, and Rubiks World Map into Dickplomacy. ^-^ It also doesn't require WSE, but you still need the older (exe) version of Warband that comes with Dickplomacy. (Though I haven't tested it with the newest version of Warband so it might work.) Also, if you do decide to download it, please ignore (DO NOT USE) the "content options" folder, it is legacy, and the mod is compiled from source with all features.
