T6 Pureblood - how to get it, is it the best horse?

So I found - what is to my knowledge - the best horse in the game. I didn't buy it, I just randomly found it while travelling on the campaign map. Also, look at the value. 28.4k just by itself. I wonder if the Breeder perk will help me here? Here's how I think I found this horse. Again, this horse just randomly appeared in my inventory. Vanilla, no mods at all. I hope I can find another one.
