STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Looters are too strong earlygame.

"just send ur men in bro"

If you don't want to play the early game with an army, they're almost impossible to fight without cheesing. It doesn't help that their weapons have absurd reach even in 1.7.2, striking well beyond their weapons' actual models. They do significantly more damage than Warband's looters, have better protection values, stronger weapons, and appear in larger groups far more frequently than before, yet give you pitifully low XP and loot for defeating them. Even if you do recruit troops, basic Looters are stronger than any faction's starting soldiers.

I really don't get why they're (un)balanced this way.
