I hate Horse Archers

Why did I decide to sign up with the northern empire as a Merc whilst they were fighting the Khuzaits? I've never fought them before and the one time I don't go with a decent horse rider because I want to fight on foot, this happens. How do I get a settlement to start a non-imperial kingdom?

Basically what the title says. The quest says owning a settlement is required but being independent is also required, and the only way I know to get a settlement is to have it granted by a ruler.
