Challenging lord to duel over lady

I'm currently on my first playthrough as a Swadian lord and am trying to marry Lady Anna, but her Guardian (Count Klargus in this case) says ''Count Stamar has been paying court to her'' and that ''he is a finer catch to her'' but I read something about challenging Count Stamar to a Duel, but how and when exactly?
