I got a buggy quest, Alagur asked me to free Belir but I can't finish the quest

I freed Belir from prison by beatin up all the guards and leaving with him, and now he his free and chillin in Narra, but the thing is alagur seems to think hes still in jail and i cant tell him I freed belir, I can only give the "im workin on it" resposnse.
