[PoP] Vs Spawns (Jatu Armies, etc.) Only 20-30 units of mine are being fielded at once?

Jatu spawns with seemingly 100's, while my army gets like 20-30. I don't know what option caused this but it's definitely an issue when 100 horses charge at 30 guys.
