What is fast mode?

Any mod for a Borderless Windowed mode?

I really like listening to podcasts or watching twitch streams while I play because its some nice background noise, but every time I need to click on something on my second monitor, I have to tab out of the game. Is there any mod that lets me change the game to windowed borderless?
