STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Cant join kingdom

So I’m a clan tier one but when I click the “discuss” tab there’s no option to become a mercenary or lord or even a barter option. Only the never mind option. I’ve completed the rescue your family quest I’ve done lots of other play thrus but I can’t join sturgia in this one. I don’t have a negative relation with the kingdom or king.I don’t think I’m missing anything is this a glitch? If so is there a console command to force join?
